An enquiry asks more of a visitor than a click does — a name, contact details, and an implicit invitation for a salesperson to follow up, in exchange for nothing certain in return. If the page has not earned that level of exposure by the time it asks, visitors keep browsing instead of submitting. Traffic proves interest exists; it does not prove the ask has been justified yet.

Is this the same problem as high traffic with low conversions generally?
